Normally you get quite a quick answer from zz key team, but this one i can see was ignored, so I will try to explain.
I believe you have to search on ebay for Nokia Local brute force and buy it. after buying you need to email one of these files, normally I email all 3 to the seller:
Nokia_C2-02_012630003232493.bcl
Nokia_C2-02_012630003232493.txt
Nokia_C2-02_012630003232493.sha
Then you have to wait until seller emails you unlock codes.
Please correct me someone if I am wrong.
