3uTools (V1.07)Easy Flash can flash new9.3(13E237), and 3uTools (V1.08) pro flash can normally support new 9.3(13E237).
So you're suggested to use Easy flash when you need to flash the firmware whose signing hasn't been stopped by Apple.
