hello i face this problem

even i flashed my phone but still
when i enter a new id so its says

the maximum number of free accounts have been activated on this iphone

and even when i create a new id so its not create its says

cannot create apple id ,
this iphone can no longer be used to create a new apple id.create a new apple id at appleid.apple.com
