First I don't know if is supported the R-sim for iOS 11.x.x but you can try the next instruction, for me works in iPhone 7 with iOS 10.3.2...
When you stay into the activation promp, you need to push the home button and select Emergency call.
In the Emergency Call you need to dial the next number:
