if you buy from unknown person you doing that on your own risk.
PayPal charge back attention may be only in case when you seller buy from official reseller and then make chargeback.
again i repeat buy only from official reseller and don't play with PayPal chargeback and no any problem with credits.
If something remove, any function may be bug - please make screenshot for understand what removed. As i know nothing was not removed special.
