Yeah it's really not supposed to use up more credits if trying to re-unlock the same phone on the same IP. I don't think it should even check for IP, since checking for the same imei should be enough. If your IP happens to change within a few minutes then you get charged again, which suks (hate to misspell but this forum doesn't like sucking... ha-ha).
