There is a bug with "keypad lock password" & "N shortcuts in key-locked mode" patches, even in locked mode you can go to SIM location by pressing digits + # keys and dialing out is enabled.
Applying following patch will bar the use of key combination "digits + #", thus it solves the above bug.
