I can confirm that the rsim 12 it work with version 12.3, but you need to do few steps before:
-Get an factory unlocked iPhone
-Put the R-Sim 12 inside with any Sim.
-Go to "Data settings/Aplications Sim
-Just hit "Edit ICCID"
-Add new working ICCID
