i was able to change the pin on a SIM card with pin, and i got a message to update my carrier settings.
after i reboot and i got the activation screen. (avoid reboot the device)
i thinks this append when i moved the SIMPasscodeTelephonySettings or SIMsettings or SIMToolkitSettings.bundle in /system/library/PreferenceBundles |
