It is puzzling this one. I have 6.15.4 Mapsource and have installed the same version in the same way I mentioned to you. Dis you install this with Mapinstall or by running msi file from the downloaded map folder?
If you installed with MapInstall than uninstall it and install by running msi file. somewhere inside the downloaded folder is another folder called IMG. Inside that you will find CNNANT2010_40Update_ENU.msi file run that to install and then go through the activation as described before.
