China model e71, it is always on searching mood for network when i insert sim. When i make a call it shows "unable to connect"

"i go to in network searching option where i search it for network. After some time it shows all the available network but when i select home network <it can't select home network> and remain busy.
Is this hardwear problem or software?
If this hardwear then tell me how can i solve it. Thanks in advance.
