I have 3GS BB6.15 upgraded with the following steps.
1. I used iREB-r4 to restore iPhone3GS_NEWBootRom_iOS4.3.2_Custom_ACTIVATED.ips w via iTunes
2. installed ultrasn0w fix for 4.3.2 on Cydia.
