| David this is what i do on win7 64bit:
in device manager disable all usb token holders under smart card readers and pbtool should load.
if u keep getting smart card failed to install when u plug pbtool in try this:
right click smart card and update driver, when box opens click browse my computer, then let me pick from list of devices, bottom of list should be smart card, select that and in next box wait for options and select generic smart card, once this is done u should not get any more failed installation nags when u plug pbtool in.
