Motorola V195 "Boot Loader Error"

I have a TMobile v195, unlocked by them after first year of ownership, that I have had since it was introduced. I recharge it every two days, by just plugging in the charger while the phone remains on.

I leave the phone on all the time, except when I have to turn it off in airplanes, say once every few months (or replace the battery, say once every 4 years).

In the last couple of years, I have been getting a "Boot Loader Error" screen when I try to turn the phone back on, and I have to try restarting it several times before it will turn on normally. Recently this has been getting worse, leading me to fear that soon it might not turn on at all.

1. What is the Boot Loader? This screen seems to be a mode to permit programming.

2. How can I fix this problem? Is there a simple set of key commands I can enter to refresh the boot procedure and make it boot normally?
