what is the difference between eprom and flashfile
when you have a problem on the fone how do you know which to change
flashfile is same for all phones from same model, but eeprom is different in every phone. There are stored data about battery, signal calibration...etc. Changing eeprom is not recomended, do it only as last help. If you can backup eeprom, then make a backup, and try to write another eeprom, to see if it solve your problem, if not write backup back to phone.

ok so if phone has a network problem you upload new eprom and not flashfile
If no one before have changed eeprom, then it will not help...
If you change eeprom, maybe phone will have eeprom problem.
