Unlocking Vitel TSM5 help needed !!

Hi,
I got one Vitel TSM5 (Telefonica Movistar) to unlock.I generated unlock code with Griffin Clip and when i enter codes it says unlocked but when i put a sim it shows Unauthorized sim..

The Imei with *#06# is 35128400088233007 -- 17 digits

on back sticker is 351284000882337 -- 15 digits

The unlock Code generated with Griffin clip for both IMEI are same

#9917*26869899#


and *#9917# says all locks disabled...

Please help me to solve this...

i think you're wrong, for 35128400088233007 the code you give as prepaid is contract and the code that you give as contract is prepaid.
i'm not sure but i think so.
