Sorry I have no program to unlock this phone but I wanna say that the HE1 is single band phone and in the Netherlands you can only use it KPN and Vodaphone(Libertel)

Use retrofit software v 4.23. Write me version of phone software (*#06#) and I'll send You solution.

download retrofit.... it's comes with instructions how to unlock HE1...it works 100%!!!!!!!! i've traid it many times. have fun.
