Alcatel BE4 Problem.. Please Solve

I have Alcatel BE4 Version 136 01, When i insert Sim Card it Said that "Careful : SOS Call only !"<br />I try to Unlock it with "Alcatel all Unlocker v1.3" but same problem. When i try to unlock With Alcatel Cooler by Koci V5.37. only 10% Read...

Tell me what is the problem.. Kindly Solve my problem...
