Is it illegal? Where was it written or stated? Over a windows mobile platform you can easily browse other pda's files thru pairing of course, using bluetooth but not overwrite or damage the Unit or OS.

Bluetooth hacking has been around for over a year. If in doubt switch it off.
The same can be achieved with a phones imei, although the software to do this isnt in public domain (yet). Same with hubs in a telephone exchange.

Well, what can I say...
There is indeed many applications that is available to do all this kind of stuff, including one I have written myself which adds an extra option as part of the skin design on my T610, but I am sure it is illegal and I wrote it to see if it was possible......it certainly is !!
Its simply a number crunching process where 9999 numbers are used to access the secure connection between phones normally agreeing a pin for boh users to use. Anyway, back to the point...
If you dont have the intelligence to write an application or even find one without posting a dodgy forum message like you have done...then dont bother !!
