Asking about Gold Card Reader/writer ...

Hi All. Please help me. ( i'm sorry before cause my english is not good)
Now I make Gold Card Reader / Writer.
But when i programed with ip-prog there were several fail
1. when program pic there was error . The message is "verify failed address 0000h!". "ANY ONE KNOWS THE SOLUTION FOR THIS ERROR"...(PLEASE HELP ME. .
2.when i prgram eeprom, there was message reset bla bla bla.
3.When i use ic_prog in Win Xp there was message priviledged intstruction.
can you give me the answer. or maybe my circuit is wrong.Any body can tell me the good circuit. And can give me some aplication (*.hex) FOR PIC AND EEPROM..
