Startac Prl/unlock/ect Without A Minichab

FOR MONTHS I WAS UNDER THE IMPRESSION THAT YOU NEEDED A MINICHAB TO CHANGE PRL ON MOTOROLA STARTAC (DUAL MODE) PHONES. I TRIED USING MOTOROLA PST AND WAS ABLE TO READ THE PRL FROM THE STARTAC. BUT WHEN I TRIED TO WRITE A PRL IT SAID UNABLE TO WRITE TO LEGACY MOTOROLA. I HAVE BEEN TOLD ONLY WAY WAS TO USE A MINICHAB, I HAVE SOFTWARE TO DO IT WITHOUT ONE!!!!! I HAVE ONLY TESTED ON STARTAC (DUAL MODE) BUT SHOULD WORK ON ANY LEGACY MOTOROLA.
