Ya that true u need to flash pda area, but before- rebuild crc,s and than check - some times it works!

Init secblocks and PDA flashing dont work in most cases, also flashing everything in sight doesnt help either.
We may have hardware issues here

if sofware problem, SEF can do 100% by flashing PDA, full_AVR and Creating SA
