You have 3 Solutions to open lock !

Use Zuleas USA Nokey, but forget this ****, cost 5000 $, stupid price.

Use the old Pin 6 + 7 Trick, work 100 % on 6.11 on 5190 an 6.13 on 6190, self tested.

The next solution work on 5190 6.71 too!<br />Flash down to 5.81 or lower, no network, no problem, just unlock it with the good Nokiatool ;-), flash back to your original software and you have network back and unlocked !!!<br />I tested this with 5190 6.71 and 6190 6.13, work 101 %, I use 5.81 for 5190 and 4.30 for 6190, but I think, any older works.

PS Default settings for 5190, 6190 are

Lock 1 - 00000<br />Lock 2 - 0000<br />Lock 3 - 0000<br />Lock 4 - 0000000000

Flash only 200000 to 300000
