I have alcatel 735 ver 102- KM285500 and i want to put on it romanian language.Please help me.

now this file exist...
i have it and i did many phones till today when after writing language phone went dead.
i write backup to phone and phone is alive but not working properly "check sim" with sim inside.
anyone can help me?
