is there a way to unlock motorola v220 with using the pst software? is there a certain flash/flex file that can be used?

pst is not unlocking software
its service sftware for flashing and flexing

i really don't think that you can unlock with flex but there is a free solution for unlocking your phone... do a search its pretty obvious seeing that the post is right next to this one on the forum...
