I dont really know how far this is true, but during my searching on the NEC's, i came across a post where one of the guys said that keeping the phone on charge, switched on for 48 hours, without a sim clears the blocked phone. Like i said, havent tried it out...just thought i might share the info.

As far I've tested - flashing e616v won't reset blocked counter :(
Maybe you've better firmware?
If you could send them to me I'd share it on FTP :p
