as i know the best for read this PIN and PUK is DR Sim by Orga
but you need at least pin code 1...to know...

You overlook the GB flag link above right for English Translation.
I don't see any special capabilities of this Dr. Sim same as Compelson Sim Card Editor Product.
You still need PUK code 1 to disable, change or manipulate your Sim Puk code.
I doubt there is... or there was really a Simcard PUK reader upto this day.

you will need to design your own hardware with very fast a/d converter (as so he said)
it compli's with ohter theory's talked about some long time ago.. (to reset counter of how many pin tries by cutting off power supply *VERY fast) and then using bruteforce
