The charger is good,but the contacts for batery no voltage???

Here in Bulgaria the better thing is to change the phone ... OT311 = 10 Euro

Try to replace the charging connector in phone , or clean contact zone, or look on the mainboard -near the charging contacts zone-and check , there are a diode and a resistor(fuse 0,3 ohm) it is possible that one of them to be burst.
