to upgrade to bluetooth 1.2
do this
download the flasher

then download
http://ftp.jp.dell.com/pub/filelibrary/3023/302333/R77162.EXE
Note: This install will upgrade your firmware on the Bluetooth card to version 18.2, upgrade the Bluetooth WIDCOMM stack to version 3.0.1.803, and also upgrade the XP drivers from Bluetooth 1.1 to Bluetooth 1.2.

do not run the installer

extract the files to the defualt directory
c:\dell\drivers\R77162\
then in there you will have a directry called
C:\Dell\Drivers\R77162\301804\svcpack
which has Dell.dfu
use this file to flash using the flasher up above
after complete
reinstall regular widcomm drivers or it should work if you have the normal widcomm drivers installed
