Unlock GX25 using GSMKey not working

I had one vodafone gx25 today. Was planning to unlock it using GSMKey. Successful setting into diag (****) mode. Keypad presses all went smoothly.

Put new sim and phone still displays "Sim MEP error".

Anybody experienced this?
