Some files are intentionally archive in one rar file to minimize used of space/post. Others is just need to be that way.
Like posted here. It's a files in rar archives splitted in several parts to accomodated the upload limit of the forum. Since the file is more that the upload limit of the forum, they need to be split in several parts.
Well, naming the content is really lacking here.
