Nokia Premicell TFE-2 MSIN unlock

I`ve got a Nokia Premicell TFE-2 with MSIN block. Does anybody knows to unlock this one? I have tried Nokia Tool by Koci but it is not able to deactivate this blocking.

Is the cable correct???
Can you read the premicell???

If you can, restart the Nokia and read again. Ususlly the program not read the really value of the lock until you restart the unit.
