A SIM card may contain an applet. The applet can request current Cell ID for the mobile and neighbouring cells parameters (for ex. TA - timing advance to calculate distance multiple to 510 meters). Than, it can send the location information to dispatcher, who maps Cell ID to BTS geographic coordinates, calculates distances to neighbouring cells and shows mobile on the map.
