Gsm Call Test

Does anyone know if commands exist to tell a GSM phone to make a call with no sim inserted? A test call perhaps? a NON emergency call that is.
Kinda like forcing a CDMA phone on a specific channel for testing if the PRL is for a diff country or carrier.....
Also does anyone have a link to the AT command set for GSM?

AT command sets are described in GSM specification 3GPP TS 27 007. The spec can be downloaded for free from www.etsi.org. You have to lgoin to download. registration is free
