Be4 Dead,dont Charge

I have alcatel be4 ver139 which is dead,when try to power on it just blinks or sometimes it wont blink same when u put on a charger.isthis hardware or software problem ? how can i repair this problem if itis software i dont have flash file for this ver139 anybody who can help with soft and flash file and how to revive it.thanks

thanks for the soft but the phone cant connect to the soft i have also tried other softwares same cant connect .any other suggestions?
