Unlocking the Blackberry.
First of all, this is not a guide on how to remove carrier information from a Blackberry. If you're unable to use a different SIM card than the one that was originally supplied with your device, look elsewhere. However if, like many others you have a Blackberry that is locked by a BES, meaning you're unable to change certain settings, or install Third Party Applications the read on. Essentially, the problem is that your Blackberry has at some point been connected to a BES (Blackberry Enterprise Server), and this BES has placed a restrictive Security Policy (or IT Policy) on your device. A quick check verify this is the case can be done by going to Options/Security on your Device. If you see any references to IT Policy whatsoever, then you have a potentially restrictive IT Policy that can be removed.

The Disclaimer/Intended Use.
This guide is intended for use by people that own their own Blackberry, and for whatever reason, have inherited a company's IT Policy on their Device. Really, there are two scenarios where this guide is useful.

You, like me, bought a Blackberry on EBay and are unable to make changes to the settings or install Third Party Applications.
You still have a Blackberry that was previously connected to your company's BES and, for whatever reason; the company's BES is not accessible rendering your Device useless.
If you're still connected to a Company BES, and simply want to install the latest and greatest Third Party Application I wouldn't recommend this approach. Go talk to your administrators and ask them to grant you the appropriate rights. There are two problems in using this guide to bypass your Company's Security Policy. Firstly, whenever you reconnect to the Company Server, your security settings will revert back to how they were. Secondly, and (perhaps) more importantly, you run the risk of getting fired.

Procedure
Step 1 Ensure the Blackberry Desktop Manager is installed using Blackberry Internet Service, and not Blackberry Enterprise Server. If you are unsure, it would probably be a good idea to uninstall the Desktop Manager and start again.

If you don't have the CD that came with your Blackberry, the Software can be downloaded here. https://www.blackberry.com/Downloads/entry.do?code=A8BAA56554F96369AB93E4F3BB068C22

Step 2 Download the file policy.bin (http://users.tpg.com.au/dan1e1w/files/policy.bin)and save it in your Blackberry installation directory (C:\Program Files\Research In Motion\BlackBerry).
Step 3 Wipe your Blackberry, creating a backup if necessary. Select Options/Security/Wipe on the Device.

If this option is unavailable, you may have to install the latest software on your Blackberry. You need to Download and install the latest Desktop Manger Software (https://www.blackberry.com/Downloads/entry.do?code=B86E8D03FE992D1B0E19656875EE557C), then the latest Handheld Software. Connect your device, open the Desktop Manager, select Application Loader, and follow the prompts.

Step 4 Close the Desktop Manager if it is open.
Step 5 From the Windows Start Menu select Run..., and at the prompt type regedit. In the tree on the left hand side, navigate to:

HKEY_Current_Users\Software\Research In Motion\BlackBerry\PolicyManager

Right-Click the Policy Manager Folder and select New/String Value. Name the value Path. Now, Double-Click the Path Subkey and set Value Data to:

C:\Research In Motion\BlackBerry\policy.bin
Step 6 Open the Desktop Manager.
Step 7 Connect the Device.

Verification
Once complete, the Options/Security screen on your Blackberry should not contain references to an IT Policy, you should now be able to change all settings (including password prompts), and install Third Party Applications.

2. Composez MEPD tout en tenant appuyé la touche SHIFT (et ne pas relacher)
3. Vous devez maintenant voir 5 Catégories de Blocage Listé.
4. Composez MEP2 tout en tenant appuyé la touche SHIFT
5. Relachez la touche SHIFT
6. Le Blackberry vous demande maintenant le Network MEP Code
7. Entrez le code Reçu !
8. Validez avec la touche "Return/Enter"
9. Votre appareil est maintenant débloqué !

some Black Berry phone after unlocked they give message only emergency calls... is this way able to dial any number other than Emergency calls ???

I have this same problem too,
After unlock cannot take calls and also cannot receive.
When calling from other phone's, only busy tone.

Did sombody found the solution for this...

this really help for those who have passworded BB and can not access or see enable/disable menu in security tab that's the correct way it's used and can not remove security code as you know for B-Berry's after 10 tries you have wright to choose new password and i have posted this info months ago search forum

* Blackberry firmware must be 4.x and up, No password protected!

Instructions:

1. Please install the driver first before connecting your blackberry
2. if you have blackberry connected before, it usually use standard
driver so please replace with our Jungo driver.
(you can do this from control panel>system>device manager)
3. save the ns-blackberry.exe to your pc and run
4. enter your id and password
5. we recommend you test the server connection first
6. click unlock the phone and the unlock code will be shown
7. for those who dont know the procedure to enter the code back
to
the phone, please read the instrucion below

Make sure phone is upgraded to latest 4.x firmware. You
can
check this by going to options>about settings.If not, please visit
www.blackberry.com (http://www.blackberry.com) to download latest version for your phone
model.
Please remove/disable password from the phone. If password is
forgotten,
enter the password wrong 10 times will reformat the phone.
ALL DATA IS LOST!

Please check if the phone has security policy, usually this is
because
the phone is setup up to operate with Blackberry Enterprise server.
Please remove the security policy

Entering unlocking codes:

1 - Using the menu go to Settings Menu -> SIM card press select.
2 - While holding the SHIFT key, type “MEPD” or incase of 7100
“MEPDD”
3 - You should now see the five locking categories listed.
4 - While holding the ALT KEY, type “MEP2” or incase of 7100
“MEPP2”
5 - Release the alt key.
6 - You are now prompted to enter the Network MEP code
(will also state how many attempts left)
7 - Enter the code
8 - Enter Return/Enter
9 - The device should then be unlocked

ihave no problem man cause it seem you posted off topic and old subject and every body knows how to unlock blackberry cause here we talk about security code on blackberry and how disable it not network unlocking at all and if you think i'm inflating my posts number just see my joining date if i would have thousands of posts i post bull**** evberyday

Hello I just purchased a bb8700c from a yardsale, so thinking I was getting a deal I went for it, the phone was on and working perfect, ok this is where the problem comes in, the phone lost the charge and I had to go buy a charger and after charging it for a day I turned it on and the dang it it says the handheld is locked, after seeing this I burned rubber back to the house where I got the phone, but the people have moved, So my question is this what can I do to unlock my phone, I also called Cingular for help but I guess you can see how well that worked out for me LOL, besides wanting my arm an leg they wanted me to turn my cell in and pay to turn it on with there service. Also after reading I have tryed the "DEL/CAP/ALT but that did'nt work also I took that battery out and pressed and help the power button for 30 seconds then replaced the battery that also didnt work. So please help, the phone is Cingular BlackBerry 8700c
