PEBL U6 charging problem

MOTO PEBL U6 i need help with a moto PEBL U6. it doesnt charge at all, yet there is about 1Volt at the batt pins. all the diodes and tracks are fine, the phone turns on and operates perfectly. I cant work out which is the charging Ic, I have tried other chargers and they are all the same, yet when i plug a mini usb in from my PC the green light on the housing goes on,
