Cant unlock my wifes cl75 poppy phone

Can anyone help with my wifes mobile?

Its the cl75 poppy phone but its locked:

I was told that by supplying the imei no. it could be unlocked.

Is this true or are people just trying to gain personal information (nigerian scam etc)

Can you please let me know if anyone can help.
