V3 can't send SMS !!

I have a V3 which can't send a SMS ! I have flashed Itr a many times with a different flash files branded and unbranded but can't solve the problem !

Please help me to find an issue to this situation !:(

have u checked your service center number?also tell yr operator to send u sim update.
