nec db2000 "return to service center"

i have download the eeprom of the phone... than change the field to my service provider... and put the eeprom back to the phone... every things ok.. it switch onn and said rest to factory setting.... then i put #7320*123456788# send... it beeps... but when i reboot it.... the message appear that.. "return to service center code:003 " ......any thing i did wrong ?
