- This error can be coz of Data Phone damaged, ensure that phone data is ok, or try to reflash in case that itīs not ok to restore original data in this phone.

Trying to unlock z560 useing original data cable that came with phone.
Verify that phone is well installed as CDMA SAMSUNG MODEM and has no extensions like CDMA MODEM #2 or #3 or something, is this is problem, unistall your CDMA MODEMS and reinstall, be sure that itīs correct installed like "CDMA SAMSUNG MODEM" and try again unlocking itīd be ok then.
Please take a read at Userīs Manual coz this "problems" and "solutions" are almost all explained there to prevent this delay since you ask till I post, take a read on the manual and if problem persists contact me.
