C261 Restart help

Then I search with key " C261 restart " found several post about but i can't clear my problem. Every time supporter giving this link

1. Make “Unlock” (exactly like described in unlock instruction)
if software unlock phone withouto problem: phone repaired and unlocked.
if software can't unlock phone go to step 2.

2. Check log file/window after unlock process and find text like this: "sp-locked: 46000.46002". This means that phone locked to 460-00 and 460-02 network and it's need to write special Flex file (in this example correct repair Flex file is: C261_Flex_90_64_3009_Locked_460-00_460-02) into phone.
After writing special Flex file: phone repaired but still locked (and currently we have no methods to unlock it).

If you can't find required special Flex file in support area: find original phone locked to the same network, read flash from it, send it to InfinityHelp@yahoo.com.hk and we will prepare special Flex file to repair your phone.

I read this post but i can't find any where about restart. this only about locked.

if ur phone is already same condition then just format FFS may be it'll help u, i already done that way.

it was not so good idea to upgrade firmware.
Write back eeprom backup file (first auto-created).

if you don't mind iam stopping repair my this(C261) phone. I buy infinity when i get this phone. now iam confused, because iam a new user. i don't know how flash and other procedure. well, thanks to supporter and infinity for fast support.
