Grr! Signing Appts Problem!

i have been following a write up on signing applications, i can get though all stages, but i cant work out if i have the wrong link, or my firewall is blocking it, or maybe it is down, but does the website work for you?

This is supposibly this website is the only way to change my .csr files into .cer Files. Is there any other way to do it?
