Are unlock Codes Stolen ?

Hi ,

Is it true that all of these adds to provide codes are from persons who work there and "steal" the codes and sell it to vendors ?

I am trying to unlock a W850i locked to T-Mobile UK and i suspect that that is how it is being sourced.

How are codes generated ? Is it not from some type of database server ?
How can i buy in to these server services ?
