I have 12 this phone with alike defect !!!!
Network search 100% , But no possibility to do outgoinging call or take call !!
I try :
1. repare flash
2. change Motorola Asic; Rx frontend (LNA)
3. change 13MHz crystal :)
4. change External antenna connector with switch
Nothing did not help - defect remain on former!
Any solution !!!
P.S. : possible, it is necessary to change
- Semiconductor MC33170; RF Amplifier (but I not have this chip)

I try Vygis (30zone) and Mcomm Repairer (50 - 80 zone) Nothing does not help!!
I talk with Vygis and it has said me that this SWrepairer can help only for that telephones which freeze or restart or do not see any network !
I think this Hardware problem!
But exactly this knows ARC - can it will say us about this ??;)

may be you can try call out ,phone can not call out i seen problem menu is wrong , you can go to menu service [call option- out to... you select to deactive]

I always previously than do with Alcatel OT302 - do set factory , reset ###337*07# !!
But I have forgotten to say in past message that after change duplexer - a telephone has done one outgoing call , and once again ceased to work!

Pa gives signal ( U can measure TX power ) ? Maybe it very low ?
For me was PA ..... and simptom's as you said .
Changed PA and all OK .
Try at first to check the power from PA, using smth like "flash antenna".
1. If there are sometimes a little power, then you need to rehot or resolder CPU or DSP (to the up of flash).
2. if you has always a little power, then you need to replace diplexer.
3. If there is no power, then you need to replace PA (very often) or rehot CPU, too
that's all :)

I have three telephones with the same defect
I have a lot of phones with this problem too.
But in some of them , just go into menu , service , call barring , then deactivate FDN, Inc , Out etc...
For the other case , Still searching
I had 3 pieces be5 501 v 123 with the same problem.......
i downgraded to v 122 and all work ok now.......
be carefull about eeprom...you have to combine old eeprom and new flash........
