3688 signal full-no dial (gsm band)

this 3688 has full signal but it cannot dial (only on gsm, ..,dcs works ok). i have changed all filters that i could see , rf switch also ,but still no dial...
however sometimes it works , but only "very sometimes"
if anyone has solved this problem, please help

man i think if it was a soft probl wouldn`t work on dcs band (perfect). i am pretty sure it`s a hard problem
