Try to perform “Unlock and Repair GDFS Security Blocks” operation.

Lets make things clear here:
1. full flash = Main + FS + Cust, or
2. full flash with a read out file from another phone?

If what you do is (2), than you should fix its GDFS block, since read out file contain also full GDFS by accessing via security bypass mode > Unlock and Repair GDFS Security Blocks.

you need other tool to re-write the whole gdfs.
this is why, if i may say db didn't 100% stand alone yet, since @ dsupport page not available full gdfs and full flashes for download.
