does it mean we can use Cru---r and SE---l flashesfiles in DB SE?

Files for ""THATS"" tools is crypted by dongle....

I select "ssw" files from SETOOL and soft hangs,is it coz of encryption?
I need help coz no way can enter support,and nobody cares.
