Hello,
Use latest HModule from support area and press "unlock" button.
unlock but problem remaining-with sim and without sim phone say-inactiv sim

Hello,
if you see the same message with and without sim card this means that phone can't read SIM card and you must repair phone hardware.

Probably its hardware problem. If that is the case. Check your board and card reader.
