T20 CALL ended at beginning

I want make call....see "calling number" then i hear some "klik" after 2 or 3 second and then call is ended!
What failure is this?
What must I change?

Check setting of "calls barring" disable if needed. Problem presists---> Hardware malfunction maybe caused by a heavy drop!

"calls barring" is not enabled and "LINE is 1" so no SW problem!
